Sweden changes family rules for work permit holders from 1 October 2026

In short: Sweden changed the rules for family members of people who work or conduct research in the country on 1 October 2026. The Swedish Migration Agency now checks maintenance requirements when accompanying family members apply to extend their permits. Some family members of EU Blue Card and ICT permit holders need comprehensive health insurance, while families of researchers face new maintenance requirements.

The changes are particularly important for international professionals already living in Sweden with a spouse, partner or children, as well as employers relocating staff with their families. The Swedish Parliament approved the wider family-migration reform, and the new rules took effect on 1 October 2026.

What changes for families of work permit holders?

Before 1 October 2026, the maintenance requirement for accompanying family members was generally examined only when they first applied. The Swedish Migration Agency now also examines it when family members request an extension of their residence permits.

The maintenance requirement means the household must have enough money to cover living costs for the worker and accompanying family members. The exact amount varies according to factors including household size and housing costs.

One useful change is that, for extension applications, the income of accompanying family members may also be counted. However, not every type of income qualifies. The Migration Agency specifically says that income from subsidised employment and unemployment benefits will not count towards the requirement.

What changes for EU Blue Card and ICT families?

Family members accompanying holders of an EU Blue Card or an ICT permit face an additional requirement in some shorter stays.

If the family member is going to stay in Sweden for a maximum of one year, they need comprehensive health insurance. The Migration Agency says the policy must cover medical treatment and hospital care in Sweden.

This matters for corporate transfers and highly skilled international hires because insurance that is suitable for ordinary travel may not necessarily satisfy an immigration requirement. Families should check the Migration Agency’s current requirements before buying or renewing a policy.

What changes for researchers and their families?

The reform also introduces maintenance requirements for family members of people who hold residence permits for research, research mobility for a longer stay, and former researchers who have permission to remain in Sweden while looking for work or exploring the possibility of starting a business.

The accompanying family member must have sufficient funds to support themselves during their stay. The requirement also applies when the family member applies to extend the permit.

What happens if the main permit holder applies for permanent residence?

The Migration Agency has highlighted another practical change. If the main permit holder applies for a permanent residence permit, an accompanying family member must apply for their own residence permit to live with that person in Sweden.

Families approaching a permanent-residence application should therefore avoid assuming that every dependant’s status simply continues automatically with the main applicant.

Why is Sweden changing the rules?

The changes form part of a broader family-migration reform approved by the Swedish Parliament in August 2026. The Riksdag said the legislation introduces stricter maintenance rules, applies the requirement in more situations and extends it to applications for continued residence permits.

Different rules continue to apply to different family categories, so the practical effect depends on the main applicant’s residence status and the type of permit held by the family member.

What should international families do now?

• Check your next renewal date. If a family member is applying to extend a permit, review the maintenance requirement before filing.
• Document household income. Do not assume that every source of income can be counted.
• Check health insurance. Families of EU Blue Card and ICT permit holders staying for up to one year should confirm that the policy meets the Migration Agency’s standard.
• Plan permanent-residence applications carefully. A family member may need a separate residence-permit application when the main holder applies for permanent residence.
• Use the current Migration Agency guidance. Immigration rules are permit-specific, and individual circumstances can change the documents or evidence required.

Does the new rule affect every family in Sweden?

No. The 1 October reform covers several different family-migration situations, and the rules differ according to the status of the person in Sweden. The Migration Agency’s 1 October guidance discussed here is specifically aimed at families connected to employees, EU Blue Card and ICT permit holders, and researchers.

When did the new rules start?

The new rules entered into force on 1 October 2026. The Swedish Migration Agency published updated worker-specific guidance on the same date.
